You don't actually install Lozdodge on the computer that is blocked from accessing websites. You have to install Lozdodge on another machine which is not censored (for example, your home PC).

Does Lozdodge cost anything?
Lozdodge is completely free to download and install (as of V1.09). The Corporate Edition used to cost $64.50, but we decided that Lozdodge is simply so good that it must be shared! After all, we put so much time into developing it; we would hate to see all of those extra features not get used by our freeware users. Versions 1.09 and later now come pre-installed with all of the features that used to come with the Corporate Edition.
